Observer-Bounded Coherence

The paper expands the published public article Observer-Conditioned Coherence: How Perturbation Becomes Information, Meaning, and Action-Guiding Order. It preserves that article as the public baseline and identifies every substantive evolution of the thesis rather than silently replacing it.
